Minister of Budget and Economic Planning, Senator Abubakar Bagudu, has stated that the World Bank’s Programme-for-Results (PforR) instrument has been a key factor in enabling the National Assembly and various states to approve and allocate more funds to critical economic sectors.

The minister made this known during a courtesy visit by a delegation from Senegal’s Ministry of Health and Social Action to his office on Monday.

The PforR instrument, introduced in Nigeria in 2015, is designed to strengthen government accountability, transparency, and the sustainable delivery of programs by linking the disbursement of funds to the achievement of specific, verifiable results.

According to Minister Bagudu, the program has “demonstrated the value of spending” by ensuring funds are tied to tangible outcomes. He also noted that another benefit of the PforR instrument has been the “enhanced collaboration between Ministries” in achieving their shared objectives. The minister commended the World Bank for its role in helping Nigeria effectively deliver social amenities to its citizens through this framework.

Senator Bagudu said Nigeria has successfully participated in several PforR programs in the health, governance, and economic empowerment sectors.

Earlier in the meeting, the leader of the Senegalese delegation, Dr. Abibou Ndiaye, Technical Advisor to the Senegalese Ministry of Health, explained that their visit was to learn from Nigeria’s experience in implementing the PforR programs.

To provide the delegation with a comprehensive overview, coordinators of key projects within the Ministry gave a presentation on the Saving a Million Lives (SOML), the Nigerian Community Action for Resilience (NG-CARES), and the Human Capital Opportunities for Prosperity and Equality (HOPE Education, Governance and Health). The delegation is on a study tour to understand the successes and challenges Nigeria has faced with the PforR programs.
