Nigeria’s pension industry is set to commit $250 million to infrastructure investment, as pension fund operators seek to put more of the country’s growing retirement savings into productive assets while generating returns for contributors.

The National Pension Commission (PenCom) said the Pension Industry Leadership Council had approved the phased launch of a $250 million Pension Industry Infrastructure Investment Consortium, comprising $200 million from pension fund operators and another $50 million being sought from development finance institutions.

The Director-General of PenCom, Ms Omolola Oloworaran, disclosed this in Lagos at the 2026 PenCom Media Conference, saying the initiative would allow pension funds to support Nigeria’s infrastructure needs while protecting the long-term interests of contributors.

She said the pension operators would provide the $200 million as anchor investors through cash calls spread over 10 years, while discussions were ongoing with development finance institutions for the additional $50 million.

“This is a beginning, not a ceiling. As sound opportunities grow, so will this commitment,” Oloworaran said.

She added that the Commission would ensure that projects receiving pension money were carefully selected to protect contributors and deliver secure returns.

“Nigeria needs productive investment. Contributors need secure returns. We will serve both, through rigorous project selection and uncompromising protection of contributors’ interests,” she said.

The planned infrastructure investment comes against the background of strong growth in Nigeria’s pension assets.

PenCom said pension assets increased from ₦20.79 trillion in July 2024 to ₦31.48 trillion in June 2026, representing more than ₦10.7 trillion in additional retirement wealth in less than two years.

The Commission said the increase showed the growing financial strength of the pension industry and the expanding pool of long-term funds available for investment.

Over the same period, 938,229 Nigerians joined the Contributory Pension Scheme, further increasing the amount of retirement savings being accumulated by Nigerian workers.

Oloworaran said pension funds were also diversifying their investments into Nigeria and real assets in an effort to improve retirement outcomes for contributors.

“Every naira invested well at home strengthens two futures at once: the retiree’s and the nation’s,” she said.

The expansion of pension assets also provides a larger financial base from which the industry can support long-term investments, including infrastructure, while maintaining its responsibility to safeguard workers’ retirement savings.

The Commission said the pension industry was not only growing in asset value but was also expanding its membership.

A total of 938,229 Nigerians joined the CPS between July 2024 and June 2026, according to PenCom.

The increase in membership is significant because each new contributor represents additional long-term savings that can support retirement income in the future.

PenCom, however, said the growth in pension savings must go alongside stronger enforcement to ensure that workers’ contributions actually reach their Retirement Savings Accounts.

Oloworaran disclosed that the Commission had recovered ₦36.6 billion from employers defaulting on pension contributions as of July 2026.

According to her, the amount had already surpassed the previous record for recoveries from defaulting employers.

She warned employers that deducting pension contributions from workers’ salaries without remitting the money to their Retirement Savings Accounts amounted to both a breach of trust and a breach of the law.

“A deduction on a payslip that does not reach a Retirement Savings Account is a breach of trust and a breach of the law,” she said.

“We will find what is owed, we will recover it, and we will hold those responsible to account.”

The Commission said the enforcement drive was part of efforts to ensure that the rapid growth of pension assets translates into stronger retirement protection for workers.

Oloworaran said PenCom was also expanding pension coverage beyond the formal sector through its network of Accredited Pension Agents.

The agents are taking Personal Pension Plans to markets, motor parks, farms and workshops to reach traders, artisans, farmers and transport workers.

The Commission said the strategy would allow more Nigerians in the informal economy to begin saving formally for retirement while also creating employment opportunities through the agent network.

PenCom is also developing a Pension Transformation Agenda 2030, which will set priorities and measurable milestones for the industry.

The Pension Industry Leadership Council on September 24 approved an independent assessment of the maturity of Nigeria’s pension industry against international standards.

Oloworaran said the exercise was part of efforts to build a stronger pension system capable of delivering better outcomes over the long term.

The growing pension fund pool is also being accompanied by measures aimed at improving benefits to retirees.

Under Pension Boost 1.0, monthly pensions for more than 241,000 retirees were increased, pushing total monthly pension payments from ₦12.15 billion to ₦14.83 billion.

PenCom said the increase was designed to improve the income available to retirees as they meet basic household expenses.

The Commission also disclosed a major review of pensions for retirees of the defunct Nigeria Social Insurance Trust Fund.

After remaining unchanged since 2005, the pensions were reviewed, resulting in a 1,173 per cent increase.

Combined monthly pensions for 2,116 NSITF retirees rose from ₦12.56 million to ₦159.95 million, while ₦8.70 billion in arrears was paid.

PenCom said one retiree who had been receiving about ₦18,000 monthly now receives about ₦206,000.

The Commission said the Federal Government had also cleared inherited pension liabilities worth ₦758 billion, with payments reaching 957,045 beneficiaries. Some of the liabilities dated back to 2007.

The settlement was made through a Federal Government Pension Bond approved by President Bola Ahmed Tinubu, according to PenCom.

Another major reform is the reduction in the time required to process retirement benefits. PenCom said benefits that previously took up to 21 months to approve are now required to be processed within 48 hours. The 48-hour period is a mandatory service standard for Pension Fund Administrators.

The Commission has also introduced a Zero Waiting Time policy under which federal retirees are expected to begin receiving their pensions as they retire, in line with the monthly salary cycle.

The pension system is also expected to gain two additional layers of protection later this month.

PenCom said the PenCare retiree healthcare programme would provide eligible low-income retirees with essential healthcare at no cost, starting with 30,000 retirees.

The Commission also plans to activate the Minimum Pension Guarantee, which will establish a minimum level below which eligible retirees under the Contributory Pension Scheme will not fall.

Both initiatives are expected to feature prominently during National Pension Week, scheduled for October 26 to 30, 2026.

Oloworaran said the reforms were aimed at moving the pension system beyond policy changes to measurable improvements in the lives of workers and retirees.

She nevertheless acknowledged that more work remained to be done, particularly in expanding pension coverage, improving compliance and ensuring that retirement benefits become more adequate. “Coverage must widen. Compliance must deepen. Benefits must grow more adequately,” she said.

The PenCom DG urged employers to remit pension contributions faithfully and encouraged young Nigerians to take an active interest in their retirement savings by knowing their Pension Fund Administrators, checking their statements and confirming that contributions are being paid.

She also called on state governments and private employers to widen pension coverage and improve compliance with pension obligations.

With pension assets now above ₦31 trillion, nearly one million new contributors joining the scheme in less than two years and a new $250 million infrastructure vehicle being developed, the pension industry is increasingly becoming an important source of long-term domestic capital.
