Fed Govt Releases Guidelines for Tertiary Institutions’ Exit from IPPIS

The federal government has unveiled the guidelines for the formal withdrawal of Federal Tertiary Institutions (FTIs) from the Integrated Personnel and Payroll Information System (IPPIS) Platform.

 

This decision, approved by the Federal Executive Council (FEC), aims to provide these institutions with more flexibility in managing their human resource and financial affairs.

 

In a circular issued on Tuesday in Abuja, the Accountant General of the Federation (AGF), Dr. Oluwatoyin Madein, outlined the detailed exit strategy for FTIs.

The transition process will be phased, with the October 2024 payroll still processed on the IPPIS platform. However, starting from November and December 2024, the institutions will take over payroll processing, with the Office of the Accountant-General of the Federation (OAGF) conducting checks and payments being made through the Government Integrated Financial Management Information System (GIFMIS) platform.

 

To facilitate this transition, the AGF has mandated that all FTIs complete and submit their GIFMIS Enrolment Forms by October 21, 2024. These forms will enable the institutions to access their personnel cost budget lines on the GIFMIS platform. Additionally, all employee bank account details must be validated and uploaded to the GIFMIS platform by the same deadline.

 

Furthermore, the government has directed FTIs to compile and submit outstanding promotion and salary arrears to the Budget Office of the Federation for further processing.

 

Dr. Madein emphasized the importance of strict adherence to these guidelines and other relevant regulations. Accounting Officers of the institutions are tasked with ensuring that all concerned parties are aware of the circular and its contents.
