NAICOM, FRSC, NHIA Partner to Boost Road Safety and Insurance Compliance

To strengthen road safety, improve insurance compliance, and enhance emergency medical response for accident victims, the National Insurance Commission (NAICOM), the Federal Road Safety Corps (FRSC), and the National Health Insurance Authority (NHIA) have entered into a strategic collaboration under the Nigerian Insurance Industry Reform Act (NIIRA) 2025.
The partnership was sealed on Thursday, October 23, 2025, during a courtesy visit by the Corps Marshal of the FRSC, Shehu Mohammed, to the Commissioner for Insurance, Mr. Olusegun Ayo Omosehin, at NAICOM Headquarters in Abuja.
Speaking during the visit, the FRSC Corps Marshal described the signing of NIIRA 2025 as a milestone that will transform the insurance and road safety landscape.
He called for enhanced cooperation between both agencies to improve accident response, data sharing, and compensation mechanisms.
According to him, “We need a robust data exchange framework between FRSC and NAICOM to ensure prompt accident response and timely compensation to road users. Digitizing our systems will not only improve efficiency but also help eliminate fake motor insurance policies that have plagued the system for years.”
Mohammed also commended the Commission’s reform efforts and urged the agencies to work together in creating a national framework that connects road safety, insurance compliance, and public health response.
In his remarks, the Commissioner for Insurance, Mr. Omosehin appreciated the FRSC’s commitment to collaborate and acknowledged the Corps Marshal’s efforts in modernizing the licensing system.
He noted that NIIRA 2025 had introduced strong legal backing for compulsory third-party motor insurance, including the establishment of a compensation fund for victims of road accidents.
“NIIRA 2025 has reinforced the compulsory third-party motor insurance policy and created a dedicated fund for accident victims,” Omosehin said. “The fund will be managed by a multi-agency committee that includes representatives from FRSC to ensure fairness, transparency, and accountability.”
Also speaking, the representative of the National Health Insurance Authority (NHIA), Mr. Ajodi Nuhu Nasir described the tripartite collaboration as a vital step toward a safer and more responsive road transport ecosystem.
“This partnership creates a system that not only makes our roads safer but also guarantees prompt and quality medical care for accident victims,” Nasir stated. “Through this, we can significantly reduce the morbidity and mortality linked to road crashes.”
At the end of the meeting, the agencies agreed on several key actions to ensure effective implementation of their shared goals.
They resolved that NAICOM and FRSC will integrate their digital platforms to enable seamless data sharing and efficient tracking of insured vehicles. They also agreed to jointly develop and implement a nationwide awareness campaign to educate motorists and the general public on the benefits of insurance, road safety, and the new reforms introduced under NIIRA 2025.
In addition, a joint enforcement committee will be established to ensure compliance with third-party motor insurance requirements and to clamp down on the circulation of fake insurance policies.
The FRSC will also include motor insurance verification as part of its vehicle licensing and enforcement activities, ensuring that only properly insured vehicles are allowed on the roads.
According to the agencies, the collaboration marks a new phase in Nigeria’s effort to improve road safety, protect motorists, and ensure that accident victims receive timely care and compensation.
A formal date for the inauguration of the joint enforcement committee will be announced soon.
