The Federal Government has restated its commitment to improving Nigeria’s business climate through stronger and more efficient regulation across Ministries, Departments and Agencies.

This assurance was given when the Secretariat of the Presidential Enabling Business Environment Council (PEBEC), led by Mrs. Aimeya Okpebholo, paid a working visit to the National Insurance Commission (NAICOM) in Abuja.

During the visit, Okpebholo said the government remains focused on transforming how public institutions serve businesses and citizens. She explained that the goal is to ensure that government policies are not only well written but also properly implemented in ways that make life easier for investors and entrepreneurs.

According to her, one of the key tools for achieving this is the Business Environment Enhancement Programme Accelerator, known as BEEPA. She described BEEPA as a focused 90-day initiative running from January 26 to April 26.

She said the programme brings together selected MDAs into functional clusters so they can work more closely and deliver measurable improvements in service delivery.

“BEEPA is specifically designed to ensure that regulatory compliance moves beyond paper to produce real, practical improvements at service points for both businesses and citizens,” she said.

Okpebholo explained that many reforms in the past remained on paper without being fully reflected in the day-to-day experience of business owners. She said BEEPA aims to change that by ensuring that agencies work together, clarify their responsibilities and remove unnecessary delays in their processes.

“By clustering agencies, clarifying institutional roles and applying evidence-based validation, the initiative aims to reduce friction, accelerate service processes and deepen transparency across government operations,” she stated.

She added that one of the main objectives of BEEPA is to fast-track operational improvements that turn laws and policies into efficient and transparent services. Another goal, she said, is to eliminate overlapping regulatory functions by encouraging agencies within the same cluster to coordinate better and sign Memoranda of Understanding where necessary.

The programme also seeks to promote service discipline and improve transparency by introducing end-to-end process visibility, evidence-based validation and a public live tracking system so that applicants can monitor the progress of their requests.

Receiving the delegation, the Commissioner for Insurance, Mr. Olusegun Ayo Omosehin, welcomed the PEBEC team and thanked them for the visit.

He spoke about NAICOM’s role as the regulator of Nigeria’s insurance industry and said the sector plays a key part in supporting economic development by providing risk protection for businesses and individuals.

Omosehin briefed the delegation on several reforms currently ongoing at NAICOM, which he said are aimed at improving service delivery and aligning with the objectives of BEEPA.

“These reforms reflect our commitment to regulatory excellence, operational efficiency and stakeholder-focused service improvement,” he said.

He explained that NAICOM is working to ensure that its regulatory processes are clear, timely and responsive to the needs of insurance companies and policyholders.

The visit is part of broader efforts by PEBEC to engage directly with regulatory agencies and ensure that reforms translate into real changes in how government institutions interact with the private sector.

With initiatives like BEEPA, the Federal Government says it wants to build a business environment where processes are faster, rules are clearer and investors can operate with greater confidence.
